Question about rereleased pets..

Okay, I know that pets are rereleased sometime in December..the 18th? But how is this done? Is there a new mystery to adopt and you get a random rerelease? Or what? Sorry for my stupidity XD I've always been curious.

During Christmas, you adopt presents. 
But on the 18th, there is a large Christmas present and you have a chance of adopting older pets or a new UnReleased pet.
