Can i create a topic that allows users to advertise their adoption center or that their leaving and giving away their pets? If so, where should I post it? I need to know an answer from a qualified person, e.g. really old on CS or a mod.

No. Having a thread just to advertise other threads is spam (though, there are a few exceptions). But this won't be allowed for trade threads since those threads come and go quite frequently.
