You can trade for it. Ask a member who has C$ to buy something for you in exchange for pets. Or you can purchase it with real money. And thats about it.

You buy it from the Store with real money.
Otherwise you need to trade pets and items with other players that have C$, and tell them what you want them to buy. But, people will only trade C$ items for pets on their wishlist that are harder to get usually.

or you can 'trade' with other users.
You can't really trade CS$, but you can trade for the items that you want in the store and ask other users to buy them for you :) (just make sure you have talked to that person first and don't go around randomly asking people for CS$ XD)
