Unknown Pets

Hey everyone! I've been seeing more and more "special" pets around the CS forums. No, these are not the mod's fursonas, but rather belong to normal CS users. Most of these pets seem to have been drawn by the user, but I can't figure out how they got their image uploaded into the system! So my questions are:

1. Who can make a 'special' pet?
2. How do you get one!?

Exactly like that! I was wondering how you got them and if they were available to anyone, or if you had to pay for them in some way. I have a piece of art I'd like to have "adoptablized."

No, they're the same as other customs. Yiu can only get them if you're lucky.You can't adopt one or ask for one.
