Players Unable to Send Me a Message

Is this the right place to go to ask questions?
Sometimes I get a trade suggestion and it says 'this player is unable to send you a message.' or something like that. Why is that? Is it something I can change?

Those players either haven't made their first post yet and thusly haven't received their posting abilities yet, or they are COPPA'd players (all users under 13 years of age living in the USA that hasn't got a permission py their parents to post). They can't make any posts at all, to protect them (in case of COPPA) or the forum (in case of unactivated posting abilities). It's nothing you can change sorry.
