A PPS is a dog with Peter Pan Syndrome. Like Peter Pan, the pup will never grow up. That means that once it hits its second stage (out of the blanket), it will be fully grown.

I'll use this month's pets to demonstrate.

This is not a PPS:

As you can see, above the chickensmoothie url that's on all pets, there is extra writing : 'PPS'. This means that this particular puppy is affected, and is therefore full grown even though it is only in its second stage. Also, on the pet's actual page, under the Growth heading, it will say that the pet is full grown. ^^

Official CS Statement regarding PPS from FAQ:
Q: What is this text PPS on my pet?

A: This means that your pet has been born with a special syndrome called "Peter Pan Syndrome". Your pet will never grow up past the puppy stage, so you get to play with it as a puppy forever! Yay! :)

If you click a PPS pet, there is
PPS What does "PPS" mean on this pet?

PPS isn't really a disease. It's really just another outcome of the little because the artist did not want it to grow up for one reason or another.

I forgot to point out that PPS isn't a syndrome limited to dogs and pups. It's actually common in other species as well. Like this:

You just need to keep an eye out for the PPS writing on all of your pet's pictures to be safe. ^^;

It should be mentioned that there are some PPSs on the site, that aren't labeled as PPSs. But are PPSs, like the grinners:

I think the grinner is the only pps pet with no pps tag.
