Press the + symbol which adds a new layer.

However if you drew straight away on the white layer that was there when you started the picture, you can't put a background behind it without erasing around what you've drawn. That first layer is always a flat white layer.

Any new layers you make by pressing + on the layer box are always transparent.

Oh hey, can I just mention something?
You can still add a background. Set the layer you drew on to Multiply. (the little drop-down menu in the layer tab)
Then add a new layer, and drag it under the layer you drew on. Draw your background on that, just erase the placed that show through your picture. It's annoying, but it works if you need it.
You could also just make a new layer and set It to multiply instead and colour the background that way too, again removing the bits that go over your picture.
