Ok i hope this is the right fourm where Can i post (in the oekaki) if i need someone to draw something for me? i have some line art but i suck at drawing people so i wanted some one else to draw for me, can i even post this some where?

If you find a lineart that can be used for contests here, you can post it here. You can't post in oekaki competitions without having lineart or at least a background. You could also ask for art here or hold a competition here.
