When does the Pound open

My question is does it (example) open at like a 12:00 or 12:30 or anytime like 12:26 like does it open at either :30 or :00

It almost always opens on the hour.

It opens randomly everyday, maybe not for days at a time, but Coalchaser is right, mostly on the hour like at 12:00 instead of 12:30.

It dosen't happen EVERY hour, it only happens once a day, maybe less xD
