There's no such thing as a rarity chart, all pet rarities can be seen on the individual pet pages.

The only other thing you could mean is the list of rarity changes thread which shows what changed rarity, this however is not a chart or official documentation of any kind, merely a user-run monitor thread.

Perhaps you mean the Rares list guide?
It's not an official rarity chart but a fan made guide on the current trade values of pets^^.
