As I said, you can send in a ticket for additional help. These are just the most common reasons this error might occur. I have not seen any other users having issues like this with banners this event, nor have I known of any banner issues in previous events that would cause someone not to be able to collect tokens, but it doesn't negate the possibility. If it is an actual bug than it would need to be addressed by the admins, and a ticket is the best way to get that info to them.
