Okay..why has the pound said 'Sorry, the pound is closed at the moment. The pound opens at totally random times of day, so check back later to try again ' for a long time now? Did I miss it opening recently?
And what the heck does 'COPPA' mean?

I'm not sure when the pound last opened, but I do know that it was definitely open a day or two ago. It may seem like the pound is never open, but really, it's typically open a few times a week. Just keep checking and you'll catch it open eventually. :3

COPPA stands for Children's Online Privacy Protection Act. Basically, anyone who is under 13 in the US cannot post on the forums or send PMs and trade messages unless their parents send in a permission form (COPPA'd members can post in the oekaki boards, however). This is a law made by the US government and it's meant to help keep young children from giving away private information on the internet.

The only good way to catch the pound open is check it about once an hour when you're online. Sometimes you get notifications that say, "The pound will open in -so many- minutes"

Another way to tell, is if you have a post on the "Pound pets you got" thread, when the pound is open, that thread will move to the top of your posts because everyone's posting.

And also, on my computer the site slows a little when everyone is rushing to the pound.
But that might not work for you.
