'Pound' Account?

I was wondering if it would it would be possible for me to have an account purely for opening a 'pound' purposes-
which means that I would adopt the pets of the month- and let other users 'adopt' them. I don't know if this is against the rules- to have a second account for an adoption agency, and I wanted to check first.

Anyway, I thought it might be a good idea because I would like to open an adoption agency but also not have to deal with normal trades and adoption trades getting mixed up.

Its against the rules to have more than one account. And i believe Tess has already said no to adoption centers having separate accounts.
