in adobe photoshop CS5 is there a lock-alpha tool (like the one on oekaki)? and if so, how do you use it?

Yes, there is. :3 It's called "lock transparent pixels" (or something to that extent). Unlike in the oekaki, however, clicking the button locks individual layers rather than every layer.

Pro-tip for colouring line-arts: Colour under the line-art in white, then create a new layer, right click on it, and select 'create clipping mask'.
You can now colour without going out the lines and be able to erase one layer of colour without loosing any other details. :3
