Rules for free pets adoption

Hello i just wanted to ask here before making a topic if it isnt allowed
are you allowed to make a free adopting forum and then say
"only players who are newly registered within x months may take pets" ?
or is that not allowed

i tried reading the rules but i couldnt find anything about it (and its been a while since i was on last so not sure if rules have changed)

This would be fine. There is an exception to the rules for adoption centers which allows this:

You may not create adoption centers or host giveaways that exclude users or only allow certain users to adopt. The only exception to this rule is that we allow adoption centers created for new players.
