Iive been here for two years and still have no idea...

how are special releases distributed?

do they come in the monthly adopts? randomly appear in users' accounts? fall from the sky? i've wondered this forever. thanks in advance!

These days the main way to get them are through the advent calendar's box on december 18th, when rare-omgsr pets get rereleased. You have a chance of adopting any past year's special release pet alongside a small chance in each box to get whatever brand new special release UR pet will get released that year
Besides that, there's a tiny chance every month when you adopt the new monthly equines that one of them will be a baby zebra instead (from special releases 2009 in the archive). They used to do the monthly adopt chance with some malk dragons too, but those are discontinued so now it's only the zebras or waiting for the 18th each year

No, only the 3 special release zebras can be adopted "regularly" as a very small chance when adopting equines every month. The only way to adopt any other UR (Unreleased) pet is through the special December 18th box during the Advent Calendar like Horror said!
