Your trading partner could not be found

I just saw an adoption center post and went to adopt only to get the message "your trading partner could not be found" every time I clicked the link to trade them. Does this mean this person has me blocked or is it a bug? I don't know this person, as far as I know we've never interacted in any way before, so if it's the former I'm really confused.

- If you go to their profile and it looks like this, then they have blocked you.
