question about "held-up" usernames

there's a username i'd like to change my name to, but it's being held by an account that hasn't been active since 2013 and seems to be banned. would i submit a ticket for the username to be transferred, or is it eternally locked to the banned account?

If the account has been deactivated, then you can send a help ticket in for staff to look into the issue further. There is a chance we may be able to free it, but it depends on the circumstances.

If the account is not deactivated, and it has pets, then we most likely cannot free the username.

it's not deactivated, but it doesn't have any pets, i'll send in a ticket.
