Why Are Store Pets No Longer Very Rare?

When I played back in 2016ish all store pets were considered VR, why are they only rare now? I remember reading somewhere they'd always be VR, it just feels weird buying them now knowing they don't have much value.

a pet's rarity is determined by how many exist compared to how many active users there are on site, store pets' rarity is determined exactly the same way as any other pet. the most likely explanation behind most recent sets being rare rather than very rare is purely because more sets are being bought. and the more that are bought = the less rare they are.

I understand that to an extent but shouldn't there be limits if that's the case?

{this for sure, I've taken to buying an extra set or two of store pets to let sit for a few years and become more rare.}
{And, to your question, the answer is simply money. Since rarity is based on how many pets exist actively on site, and 5-10 years ago the handful of us who knew about CS were jobless young teens at most [plus some adults ofc], there weren't exactly a lot of store pets being purchased. Nowadays, like me, many of us are adults who can buy all the C$ our budgets allow-- meaning, there's way more store pets floating around.}
{As far as the site is concerned, limiting store pets makes no sense. As long as CS is profiting from the sales, why would they stop people from buying as many as they please? It's only two months and, as axelandria said, they're never available again.}
