I will say that in addition to the other methods above, playing the CS events is a great way to get rares. Many of the pets that you use tokens to “buy” during Easter, Halloween, Summer vacation, etc. will turn out to be rare! There’s a summer event going on right now that you can participate in!

Also, you can buy pets in the c$ store using real life currency. No c$ store pet (so far) has ever become less than a rare, and many people value these “store pets” as more than your average rare.
