2:1 Rule

Can someone clarify what the 2:1 rule is for me? I know it's 2 UC = 1 R from the same year, but I can't find a clear explanation for how it works when trading pets from different years.

For different years, it says that one pet is worth two of the same rarity from the following year.
For example, one 2018 common = 2 2019 commons
4 2016 uncommons = 2 2015 uncommons
etc.
