hi ! its been a while since i last played CS , i was wondering when monthly pets & store pets get their rarity ? i cant remember so lmk if you have the answer !! <3

there's no set time for exactly when pets get their rarities, though it's usually 1-3 months after they are no longer available for adoption ^^

There is actually a consistent time now for the most part. For the past few months we have "Mid-month updates" where staff update users as to the upcoming events they're working on and the last months pets get they're rarities. So on May 15th or 16th the April pets should be getting their rarities, along with the Store Giraffe's, and the CS Birthday pets. Easter and April Fool's Day fell early enough in the April to have been caught in April's Mid-month update!
