Players on your block list can no longer post in your topics

With a couple of exceptions, players you've added to your block list will now be unable to post on your topics in the forums.

I've now improved it so that your foes can view your profile page, but it's stripped down so that only the Report and Block buttons will be available. Here's what it'll look like to your foes:
