Is this pet a banner pet for the halloween event? If not, how do I get it?

It is a banner pet! By clicking a banner ever 20 minutes, you have the chance to get that lovely, or a butterfly wolf! They're hard to find, and will likely be uncommon or rare after the event is over when they gain rarities. :)
