Heya; overall PPS is a relatively common occurrence. There are usually a handful of them every month, and it's unusual nowadays for a month to pass without any of the pets being PPS outcomes.
(That said, we always have a higher ratio of adult stage outcomes than PPS outcomes, so versus fully grown pets, it is less common.)

However, the actual rarity of each individual PPS pet can vary greatly. A pet's rarity depends on how many of it exist on the site compared to the number of active users. There are PPS pets of every rarity level, because sometimes a PPS outcome has a high chance of being adopted, whereas others are meant to be more rare.

We won't know the rarity of your particular kitten for another month or two, though, as it won't receive a rarity until the next update after the litter gets taken off the adoption page.

If you're interested, our wiki has PPS guides for each year, starting here, so you can actually go and look at how many PPS pets we got every year.
(However, 2019 is currently incomplete after July.)
