help learning how to use backgrounds

HI!! so i cant get backgrounds to go UNDER the pet when i dress them up any help with this will be very helpful
may even get a gift from me! ^^

Hi! So what you have to do is check the box that says "rearrange mode" in the bottom right corner, and then click the arrows that are under the background when you hover your mouse over it
