What is Lights On and Lights Off? I've heard about it a lot but I don't know what it is.

It's a trick-or-treat themed gifting game organized by the community every year in October! :)
You can find a thread with a thorough explanation here, but if you don't want to read the whole thing, here's the section about how it's played:

This game is basically an online version of trick or treating, designed specifically for Chicken Smoothie. To play this game, first you'll pick one of your CS pets to go trick or treating. You'll dress them up with a costume, just as you would do on Halloween to go trick or treating, then you will write a short story about your pet trick or treating. In order to actually go trick or treating, you'll find a user who has a 'lights on' in their signature (just as you go trick or treating at a house that has its lights on) and send that person your trick or treating story through a PM. They then decide whether to give you a trick, or a treat. If you want to receive trick or treaters, you would then put 'lights on' in your signature so users know they can PM your their own stories.

It's gotten pretty popular, with hundreds of people playing each year, but it's not part of any official site event - just a fun thing among the userbase^^
