I recently told another player what a COPPA was. Here's what I said:

COPPAs are U.S. citizens under 13 years old. COPPA's a U.S. law preventing children from posting things online without their parent's permission to protect them from accidentally giving out personal information. Due to that, COPPA players can only post on the oekaki and dressup forums, and everything must be approved by a moderator. They can't send PMs and can only use prewritten trade messages. COPPA players get un-COPPAed on their 13th birthday.

If you can post on the suggestions forum, you aren't COPPAed. Every account needs their first post to be approved, so that might have been what happened to you. Also, if you were under 13 when you first joined the site and 13 or older now, you'll have started as a COPPA then gotten un-COPPAed on your 13th birthday.
