Once you've put the background on you need to go into the re-arrange mode. (A small button in the right-hand corner)
Once you've done that you need to click on the background and press the green arrow that's facing down. (The arrow facing upwards makes it above everything)

The arrow will appear when you click the item you'd like to move - in this case the background.
