actually, an admin (whoever has access to doing the pound) chooses a time for it to open at, it's not really random, they know what it is
just as different person does it whenver to they think of it it is random :P
I'm not sure if you're implying otherwise, but the time when the pound opens really is random. The time is set with random number generator, like Indigo.Bronco said, though the person handling the opening time might add a couple of minutes.
