what is going on with the pound?

recently ive noticed that everytime the pound opens it starts out with alot less pets than normal, what is going on with it? is it glitched?

could be that less people have been donating? or some people may just be loading in and claiming very quickly before you're able to load in. I haven't noticed this myself but it's been a few days since I caught the pound at exactly opening time.

I don't think it's cause of less donating people it happens very often at opening time when I refresh

Took special note of the number of pets in the pound last time I caught it at opening time and it was much lower than usual, I feel like it's usually 2 or 3k pets and there was somewhere in the 1k realm. Couldn't say the cause though.
