If it helps, here's my usual method for checking adoption centers:
In general, I usually check by thinking about whether or not the rules and such are clear, everything is organized neatly and looks nice (not too plain, not eyeblinding or full of fontmeme/glittergraphics/whatever those squishy twirly animated letter gifs are that are sometimes used to spell out stuff), and then I try to imagine it in progress, as if I'm a potential adopter wanting some imaginary adoptable. The easier it is to figure out, the better. The more frustrated I get while trying to piece together how to do something, the more work needs to be done.
I then walk through the thread one more time, hitting the bullet points in my guide. Are there affiliates? What's the character selection like? Do they have that "something special" to set them apart from the rest? And lastly: Do I go through this thread and have a good feeling about it? What can be improved? What's going to break?

... All of that can take some time and quite a bit of thought. ^^;

I do like all the tips this gives me to create my own thread, but fell like using someone else color schemes and organization ideas isn't very different. I mean this is great the ideas everything. I try to be very unique mostly and all though this is only a thought, i suggest trying to set up your adoptables in a way thats organized but different, something that will catch peoples eyes when they see it.

But at the same time the ideas you brought up are essential for life in the adoptables forums. I'm just saying that you should change it up from the average persons adoptables.
But please do not use glitter graphics.

I looked through your thread and here's a few things I noticed.
    The designs. Most people adopt because they like the way the character looks. When I went to your adoption center all I saw were plain color fills. That is probably your main problem. Try hiring some artists already experienced in pixel art.

    The bumping. Pages upon pages of bumping will put most people off. It can make you look desperate for attention. Instead, try advertising in your signature, or use invisible bumping.

    Also there was a "Code:" section in your adoption form. And no clear explanation as to what the code was. That can turn people away fast. If you use the code to gather forms then you might want to put it in the form yourself.

    As TheSongOfTheStars said, the lineart may not be that appealing to some people. Though I personally didn't mind it.
Some extra tips
Show how your creatures are different from the others. Perhaps describe them on the front page? try giving them attributes that people can't find anywhere else.

This isn't a problem, but try hiding your signature at the end of each post on your main page. It will make everything look much cleaner and appealing. When your posting, or editing a post you'll see an 'Options' menu at the bottom, under the 'Preview' and 'Submit' buttons. Simply uncheck 'Attach a signature'.
