Yes, they are free, but don't claim them as your own. If you want a custom made avatar, then it is 1 uncommon 08 or 09 or 2010 or 2011 whatever...just an uncommon.
Anyways, here are what avatars I have. Once somebody claims one, it will be taken off. I will make as many as I can each day so they don't run out.
