I'm still a bit confused. Where would the base cost be coming from? If you get Tooth and Claw does that mean you get that on top of the base? If so then why did you say it was 25 earlier? Wouldn't that be 45 if you added the two prices together? ^w^

Yes, I believe so. Here's a possibly less confusing way to see it:
Normal Jumpy Draco without add-ons is twenty-five.
An item in the shop has teeth and claws, and it costs twenty.
You buy the item and the Draco, costing fourty-five fangs.
