According to the guide I have bookmarked on horse colors and markings, the marking is called Snowcap :3

Note for trades and PM's, I leave my CS tab open almost all the time for easy access. I am online but I'm not actively looking at the tab all day <3

You are correct. This would be a Bay Snowcap Appaloosa.
