Wendell's always been one of my more developed beans plot-wise, so this concept has been a long time coming, I suppose.
Wendell jokingly calls this device "Polly", after the stereotypical pirate parrot name (since both the parrot and device reside on a shoulder) or "auto-mail", after Fullmetal Alchemist.

Due to a very unfortunate incident Wendell experienced during his teenage years, he lost much of the muscular control in his front left limb. Shortly after the incident, he could do little more than rotate his shoulder, and he entered a steep decline. A bout of survivor's depression enveloped him, but after a stern talking-to from Miles, the two set to work.
The device is one that connects to a nerve hub in Wendell's back and processes electrical signals to close the gap between brain commands and muscle that Wendell was lacking before. The brace is made of lightweight aluminum and chrome with small amounts of steel for reinforcement so that Wendell can still engage in combat. It's powered by Wendell's own electrical impulses, as well as small solar panels on the inside of his leg. The device can be removed, but Wendell has grown to rely heavily on it, since without it he can only move his limb minimally. As such, he usually only takes it off to shower/swim or sleep.
In short, the brace is wrapped around Wendell's arm and moves according to electrical signals through his nerves. The brace lifts or falls depending on what he wants it to do and effectively "lifts" Wendell's limb/fingers/etc. with it so that he is able to have a full range of mobility once more.
The brace was designed by Miles and Wendell, and actually modeled to function slightly like devices in one of Wendell's favorite animes.
Without the brace, Wendell can still walk / lift objects / etc, but often drops things, stumbles, trips, or feels "trapped" by his lack of mobility. His condition will improve as he ages, as his muscles regenerate and heal, but likely will not return to 100% mobility and flexibility.
