Ok i get its not a cerberus in a traditional sense, but they can have 2 more heads appear in the form of 'spirit heads' with the heads really being the skulls and the rest of the fur being more of an ghost-apparition like thing and they can appear to be from any animal even the skulls can change but the ones on the shoulders do not, the 'harnesses' are from the bands on the nose keeping the skulls on the body
