for my tiny pixelated highlight lines i use the pencil at max opacity on the round pixelated brush setting.
for the diamond sparkles i use pen, which i also use for normal lines, with lower (70-85) opacity and a lighter color of whatever the base color the diamonds are going on top of is.

i use brush size 1 for each of them.
