Similar characteristics of design are fine on CS. You can't copyright a trait such as a fluffy tail or round face. Direct copying of another's work, however, is not allowed. Art theft is a gray area, and unfortunately design theft is an even more confusing situation. Here on Chicken Smoothie, we assume similar adoptables were created out of coincidence, inspiration, or have clear original thought beyond another's idea. Similar to the "innocent until proven guilty" concept, we won't fault someone upon a speculation.
Respectful interactions are the best way to keep the adoptable board successful, so owners, don't rebuke if someone believes your species is copied, and commenters, remember that when you post saying something is a "rip-off", it could hurt the other's feelings. The best thing to do if you feel something has been stolen is to alert the mods. If there is evidence that it is stolen work, it will be removed as courtesy to the original artist. If it is just "inspired" work, it of course can remain but we will be careful to check up on it and ensure that the adoption center is honest.

Please don't tell users to "refrain from reporting." When I was a user I thought reporting was a feature that instantly got someone else into trouble and "unleashed the mods on them" you could say. Now as a new mod, I have a different perspective thanks to having a different role on this website.
Reporting doesn't dole out punishment, it "pings" the mods and alerts us that a user needs help or some reminding. When you report a post that is breaking a rule, needs to be moved, or is otherwise questionable, you're helping us a lot by directing us straight to the problem. We search the boards for problems anyways, but reporting it gives us a shortcut and saves us time and energy. Though some problems can be resolved by peers, contacting mods is important because we can move and hide posts, explain rules accurately, and, if necessary, consult troublesome users to prevent bullying and rudeness. =)
