The artist will place out a form most of the time, unless it is rare/very rare/uber rare. Then they may have an impress me contest where you have to make your own form. Fill out the forms with information they want (name of the LJ, age, personality, etcetera) and when they close for judging they look through all the forms and chose who they think is best for the LJ.

No, don't be sorry! (: thank you very much, I appreciate it! ^-^ I've been very busy with my horses and my computer is down, I only have my iPod now. Thank you very much for answerig the question. I am very grateful.

Thanks a lot. ^-^ Nah. Horses are actually pretty easily taken care of if you can provide the land for them to run upon, and the grass for them to graze. It's the muscle toning and training that can be harder. :3.
