They could also be in charge of the store, so they know when people have used items/etc. And race winners are posted.
Then instead of having money we use wins as a form of currency. Some items require the horse in question to have wins, some require the player overall to have a certain number of wins. For example a breeding could be 10 wins in general and apply to any horses they own, and when a horse advances to a new class it could get a ability boost.

Sounds great, actually. For the number of wins, would there be groups? Say 1 - 5 wins, 6 - 10 wins, 11 - 15 wins? So it's not one number of wins, because that might get complicated too. I guess for somethings, just one number Ex. 14 wins, would work though. I REALLY like the idea of having wins as currency. And you could use Plainsong's idea to run the races. There could be another person to run the races as well, if needed. Then the archivest could be the ability-tracker, and right it next to each horse's name with a link to the owner and horse. However, if we use wins as currency, we come to a big point c: If you want to buy a breeding, say for 10 wins, if you get it would you have to start over from 0 wins? Or keep progressing from the number of wins you have? It would be easier to keep prgressing, but it'd be easier for people to get things. But if you start from 0, it'd be like money and someone would have to keep track of each horse's wins. Right?
Also, if the archivest keeps track of wins and/or ability, should owners of horses PM them saying if that horse gained wins or ability? Unless the archivest would have to go back and keep checking around the topics, and that'd get annoying ^^
