I know what intellectual property is. Maybe I am missing a few things, but what I see under the "Definitions" is movies and music. They use purple prose ways to describe it, but from what I'm understanding this is mostly targeting streaming illegal content like movies, music, music videos, etc.

If it passes and there is an issue with being unconstitutional, we have the Supreme Court for issues like that. The same place Prop 8 went to when its constitutionality was being challenged.
Remember, just because Congress signs off on it doesn't mean it will pass. The president has to sign off on it or veto it before it can go into effect. Judging by Obama's stance on it, he will most likely veto it.
