I believe that the pound opens at random times in the day, but I always want a pet from it. This has been a problem for me.

You could always go to the Free Adoptions board. c: There might not be many rare/VR pets available, but they are free. And maybe you will catch the Pound open someday - it just takes a while, and a bit of luck.
