I have heard that people are drawing on kindles, Ipads, ETC how do you do that?

It think you mean a tablet--

A tablet, also referred to as a digitizing tablet, graphics pad, or drawing tablet, a tablet is an alternate type of input device that can be used in place of, or in conjunction with, a mouse, trackball, or other pointing device.

When you draw on it, the image doesn't appear on the tablet itself, but appears on the art program your using it in. I know it's a bit confusing the way I'm put it, but think of it this way: it is a flat surface which you draw on with a stylus, instead of just using your mouse for drawing.

If you still don't understand, try putting in wacom tablet, or graphics tablet into google. owo;;

There are also already tablets out that act as a virtual sheet of paper, but to be frank, they are still very expensive.
