@Wildlove and KatieMason ~ Actually, no. A person has the ability to create a drawing and post it in the intermediate board, without the mods moving it there.
When someone says "sorry, but I'm not sure this is intermediate yet," they are sorry. Most people give some gentle crit like "try to make the shading look more realistic," in a situation like that, so the artist can someday have their drawings posted in intermediate oekaki. If you're not "the most talented person in the world," try working on your art. Practice, use refs, etc.

Critique that helps is great,it's when someone flat out says it's "Not intermediate worthy" is rude in my opinion.Some people try and work so hard and get told it's not good.Everyone's style is different,like some have perfect anatomy,yet still working on there coloring style or the opposite.Back to critique,I would say replying with some helpful tips is many times better than telling them their art is bad. D:

I usually don't see people say "not intermediate worthy." It's a fragile subject, so people usually say something like, "sorry, I don't think this is intermediate worthy quite yet."
I haven't seen anyone say another user's art is "bad," as that's some pretty terrible critique right there. xD
I usually see (and post) tips on how to improve the art so it is intermediate worthy. :3
