If it came with any software, check the pen/application settings on those, or better yet, your windows settings.
Edit: If you're still having trouble and you're on windows 7, you can try to restart the drivers.
You can do this by
1. Closing whatever drawing programs you have open.
2. Pressing start and typing in Services, then press enter.
3. Scroll down until you find something called Wacom Professional Service
4. On the left hand side, click on Restart the service
5. Wait until it restarts, then open up the program you want and try to use the tablet.
