Click on the 'balance' link at the top of the page. And from there there's a link that says 'get chicken dollars', click on it. C$ costs actual money, though. Otherwise, you can look through the trade forum and see if there are any people willing to trade you C$ (they can't actually give you C$ they'd buy store items/pets for you).

I think you should first note that C$ must be paid for with real-life currency. That said, to buy C$, you go to Balance and then click "Get Chicken Dollars". From there it's pretty self-explanatory; you select your payment method and how much C$ you want to buy. After the transaction is complete, you're free to spend your C$ on items and pets from the CS Store.

This FAQ for the CS Store might help answer some questions as well.
