As far as it goes, I wouldn't take the dog in if it isn't house trained. Housebreaking an older dog is much harder than house training a pup, and Chihuahuas are notoriously hard to housetrain in the best of circumstances. You may also want to put down paper or pee-pads, in case the dog was pad trained instead of house trained.
Also, if you have other dogs, the dogs you have might not accept a new dog, and the new dog might not accept them.

I'm not worried about my dogs accepting her.
They're gentle giants, as you could say, and so far they've accepted all of the dogs my sister has brought home. And they were rather accepting when we took in injured dogs a while back. Honey is extremely shy, as well. I don't think she'd be an issue.
Housebreaking her probably will be a great challenge, but I'm willing to put in the patience for her. <3
