You are right. however it can have ties to broken and vienna. The phrase "True Dutch" Refers to a dutch with blue eyes, signalling that it is Vienna Marked. If you look are most Vienna Marked rabbits, you will notice that they typically have a nose marking (like a blaze), Boots (or in dutch, stops), and often a chest markings (that could develop into the forequarter white section). With enough selective breeding you can get a rabbit that has dutch markings, but blue eyes. Broken gene can be present in a dutch (with cross breeding). It could make a dutch look like a dwarf hotot. So broken is a factor.
