As much as I would love to fantasize about Tokitae being in a sea pen or maybe even SeaWorld, I highly doubt it would happen unless MSQ closed down. MSQ is too greedy and it would be difficult and very stressful for her.
And as for increasing tank size, it could happen. But MSQ is so rundown that I don't think they'd increase tank size. And it's not only the cetaceans with small tanks. Apparently the seals (or sea lions I don't remember) also have incredibly shallow tanks.
If they aren't giving them more space, then I hope that would give her some shade.
